Information on Tax Free System in the Russian Federation
Dear guests of the Russian Federation,
Tax Free system in the Russian Federation started to function in the Russian Federation from April 2018.
The citizens of foreign states not being members of the Eurasian Economic Union (EAEU includes Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia) have a right to refund the value added tax.
To receive Tax Free a person needs to purchase goods from one retailer within one day for the sum of minimum 10 000 rubles (VAT incl.) in the retailers’ locations set forth by the Government of the Russian Federation. Tax Free services are provided by many retailers located in the following regions:
- Republic of Buryatia
- Republic of Mordovia
- Republic of Tatarstan
- Khabarovsk kray
- Krasnodar kray
- Krasnoyarsk kray
- Primorie kray
- Zabaikalie kray
- Amur oblast
- Irkutsk oblast
- Kaliningrad oblast
- Leningrad oblast
- Moscow oblast
- Nizhni Novgorod oblast
- Novgorod oblast
- Rostov oblast
- Samara oblast
- Sverdlovsk oblast
- Volgograd oblast
- City of Moscow
- City of St. Petersburg
VAT refund does not apply to excisable goods (such as alcohol and tobacco products).
To receive the refund, the goods have to be exported through the border checkpoints according to the list set forth by the Government of the Russian Federation:

Persons may apply for tax refund within one year after the goods purchase if the goods are exported from Russia within three months after their purchase.
